Public-Private Partnership Model
The PPP Gross Cost has been applied for the project, where the private party is responsible for designing and constructing a 6-lane elevated motorway, system works and other related facilities, including on-off ramps, interchanges, and installation of the M-Flow Traffic Control Surveillance System. The private party will also be responsible for operation and maintenance services of the Utraphimuk Elevated Tollway Extension Intercity Motorway Project, both the Rangsit – Bang Pa-In Section constructed by itself, and the Anusornsathan – Rangsit Section that is currently in charge by the DOH.
- Ownerships of the properties constructed by the private party and toll revenues shall be with the public sector.
- The project duration shall not exceed 34 years in total, and is divided into 2 phases as follows:
- Design and Construction Phase: Max. 4 Years
- Operation and Maintenance Phase: Max. 30 years
- The private party will receive from the DOH the Availability Payment (AP) with the present value not exceeding 47,881 million baht as remuneration for construction works (at least15 years) and O&M services (30 years).
